How do I appeal my Whatcom County property's tax assessed value again?

According to the Whatcom County Tax Assessor's web page, total assessed value of county-wide real estate increased by 25% year over year, to $51 billion.

That includes $590.7 million in new construction, or about 1.15% of the total.
